Construction of 139 new homes in Carrington, an early part of a wider major regeneration scheme, will soon be underway.
In October 2025, Conwy County Borough Council resolved to grant planning permission for the development of almost 13 acres of land off Derwen Lane. Since then, we’ve continued to work with the local authority to finalise the Section 106 agreement, which concluded this month.
We’ll now begin work on the development – named Haul Y Mynydd – to deliver a mix of new homes in line with the Local Development Plan.
We plan to invest £360,000 into the local area through Section 106 contributions. This includes an education contribution of more than £222,500; approximately £75,000 for open space; almost £32,000 for library provision; more than £12,000 for waste services and £3,000 towards allotments.
In a boost for the wider community, we’ll also construct a public car park, for use also by neighbouring schools Ysgol Glanwydden and Ysgol Y Creuddyn, as part of the agreement, helping to improve safety and access for pupils, parents and staff.
The car park will include up to 61 spaces, to alleviate the current on-road parking which takes place along Derwen Lane. Once constructed, the car park will be gifted to the Council to manage.
Cllr Michael Priestley, Cabinet Member for Environment, Roads and Infrastructure said, “We welcome the provision of a new public car park as part of the development, which will provide additional parking for the local community, particularly for Ysgol Glanwydden and Ysgol Y Creuddyn. Providing dedicated parking will help ease pressure on Derwen Lane and support safer and easier access around the schools for pupils, families, staff and local residents.”
Mark Calvert, managing director at Anwyl Homes Cheshire and North Wales, said: “Our Penrhyn Bay development represents a key part of the housing strategy for Conwy. We’re proud to be delivering a range of new homes to meet both current and future needs. We are pleased the section 106 agreement has been completed this month, which will allow us to begin works on the car park immediately. Starting on site marks a significant step forward in providing high-quality, energy efficient homes in a well-connected, sustainable location."
We acquired the land from Mostyn Estates.
The 152-home development will include a mix of detached, semi-detached, mews houses, and one-bedroom apartments. A total of 54 homes will be designated as affordable, helping to address a long-standing shortfall in the area. The remaining 98 properties will be available for private sale.
The homes will feature architecture that blends well with the local vernacular and all affordable properties are designed to be indistinguishable from the open market homes.
A new public play area, with at least five pieces of equipment, will also be created as part of the development.
Mark added: “As a family-run business, we’re committed not just to building homes, but to creating strong communities. From affordable housing and green spaces to infrastructure like the car park, every element of this scheme has been carefully considered to benefit both new residents and the wider Penrhyn Bay community.”
We recently completed our Parc Bodafon development in Llandudno, and are well known for creating high quality developments across North Wales.
